Chelsea will be in contact with West Ham about an offer for Declan Rice “later this month” according to Eurosport journalist Dean Jones.
Writing in his Transfer Notebook column, Jones claims the Blues are the closest to firming up their interest in the England international:

Both Manchester United and Manchester City are also said to be keen on Rice but the biggest obstacle to any deal going ahead this summer is the midfielder’s £80m asking price.
Despite the 22-year-old rejecting two contract offers, the Hammers are determined to keep the player and won’t be letting him leave the London Stadium without a fight.
Rice is not averse to staying at West Ham, although he is said to be waiting to see what transfer offers arrive for him before agreeing to sign a contract extension. Signing on the dotted line would effectively end his chances of moving clubs in the near future.
