The Portuguese international has less than six months left on his contract at Saudi Pro League side Al-Hilal.
Neves could be available for a relatively low price this month, with his club not prepared to let him leave on a free transfer at the end of the season.
His availability for a modest fee could attract Chelsea, but there would be serious concerns about the 28-year-old’s salary.
Reports suggest that Neves is earning somewhere between £300,000 and £400,000 a week at Al-Hilal. That puts him on parity with the club’s top earner, Raheem Sterling. He would have to agree to take a pay cut if he wanted to make the move to London.
